I don't mind short hair, either, but Rapunzel doesn't pull it off, nicely.. But I think her hair can grow long just like a normal. I mean, if she never had the flower magic in her she would be born with regular, growing brown hair.
Why would the magic leaving her make her not be able to grow it? Wouldn't the magic leaving just make her normal? And yeah, I came to the conclusion that they trim the little piece of her brown hair to keep it out of sight. If I had long blonde hair I wouldn't want some random brown piece coming out of nowhere and making me look weird.
